The
Local Agency Formation Committee (LAFCO) agencies were
established by California state law 1985 for all counties
in the state, include Los Angeles County.
These agencies were created to discourage urban sprawl and
to facilitate efficient delivery of municipal services including
water, fire and police. These agencies also review and approve
jurisdictional boundary changes, including annexations and
secessions. Prior to approving these changes they are required
to ensure that new jurisdictions are financially viable, and
that the remaining original jurisdictions are not financially
harmed.
- L.A. LAFCO recommended the
San Fernando Valley and Hollywood secession be placed on
this November ballot.
- LAFCO recommended against
reconsideration of approval for special reorganizations
for Valley and Hollywood despite City of L.A.'s request
on the grounds of fiscal viability and financial harm to
L.A.
- There are some serious conflicts
of interest with a large number of senior LAFCO staff,
including:
- Executive Officer Larry J.
Calemine, involved in the original CIVICC secession
organization
- Calemine hired Deputy Executive Officer Sandor
L. Winger despite lack of qualifications, another
CIVICC alumnus
- Alternate commissioner Hal
Berson is yet another CIVICC alumnus
- Alternate commissioner Richard
H. Close also happens to be chair of the secessionist
organization Valley VOTE http://www.valleyvote.org.
